To send a private message you must have obtained a minimum of 3 posts.  

For Signatures to be turned off, we would currently have to disable signatures across the board.  I will see if I can look for a javascript that allows an option in the user preferences to disable signatures, but no guarantees.  This software is limited compared to competitors like Xenoforo or Invision.
